Im having trouble opening the output-RAW-file so I can not confirm if the
problem still exists there. But As described, the problem occurs in both
'''mpeg2video''' and '''libx264'''.
It happens when:
HD to HD
SD to SD
So no actual scaling taking place in form of resolution.
