I've been trying to get Subtitle Edit, CCextractor and VLC to decode these
things properly and I'm not sure how much progress has been made. Pretty
much everything you need to know to decode them is scattered throughout
the linked to Subtitle Edit page.
Basically, 608 captions = Line 21 captions. They're designed to be
written into line 21 two bytes at a time and should be decoded as such. I
don't know if that's the problem here, but it seems to be what everyone
else is missing.
