Is this this some kind of special format?
Where is specification?
Can be successfully decoded with:
`ffmpeg -c:a evrc -i
~/Downloads/PvAuthor_test1_5m7s_EVRC_CBR_8.8kbps_Mono_8000Hz.3gp -af
asetrate=8000 out.flac`
