cause of the issue. -r 50 on output does not always make ffmpeg to drop
frames with cuvid's deint adaptive enabled. It does drop frames if
original input is encoded as MBAFF. If original input is encoded as PAFF,
then -r 50 on output does NOT drop frames and works as expected.
It is expected that behaviour wrt timebase is different for MBAFF (non-
PAFF) and PAFF (including mixed PAFF and MBAFF) input.
