New description:

 Summary of the bug:

 Transcoding to x264 on git-master introduces frozen frames.
 Exact same steps on 6.0.1 produces correct video (no frozen frames)


 Repro-steps:
 Download input video: https://github.com/yurigorokhov/ffmpeg_bug/raw/main
 /input-1fps.mov

 Run ffmpeg encoding command:
