Comment (by markfilipak):

Oh, by the way -- this may be important -- I finished the transcode-remux
from AVC-M2TS to HEVC-MP4. Whereas AVC-M2TS plays flawlessly in VLC and
PowerDVD, HEVC-MP4 stalls at the 2nd splice in VLC for about 6 seconds,
 and it crashes PowerDVD immediately.

So it appears this bug has affected the transcode-remux.

I have shown you only the 1st splice. Would you like to see a chart for
 the 2nd splice?

While I made each splice, I checked the splice with the packet analyzer.
In terms of DTSes & PTSes, all three splices are perfect. Since they are
all open GOP, I carried over into the splice the I-frames that the open
B-frames needed, but those I-frames only. The very next frame (on the
'other' side of the splice) is the 1st I-frame of the next episode.
