The Opus track contains lots of DiscardPadding elements in the middle of
the stream:

In a normal file, only the last Block contains a DiscardPadding element.
There probably is a bug in the tools/the workflow used to create this
file, but that can't be investigated with only the output file and would
be a different bug anyway. So I am closing this as invalid.
