#11621: Add datetime/time prefix support for FFREPORT as well

The ability to add a datetime/time to be prefixed to each log message was
recently added, which was a great addition.
However, it appears this does not work when using the FFREPORT environment
variable to log to files.
Would be great if these timestamp prefixes also worked for FFREPORT.
