OK, Let's cut to the chase......how much would you want to pay (and I ask this having stated earlier you won't be offering commercial rates).
If you want it done I would suggest that you need to attract someone willing to do it for the money, therefore you need to tell them what you're willing to pay. Asking how much they want isn't going to work in my opinion.
