Actually, this is an Android Box Ugoos3Plus with embedded HDMI IN app which captures properly the HDMI signal. I dont know yet how it works technically, as I didn’t get the source code of this app. But I guess there is such driver/hardware as this app works.
I think to root this Android Box and try to decompile this app to see how it works.
