Just out of curiosity, is there a reason why REDline won’t work for your needs? 
It’s pretty comprehensive, as far as working with R3Ds from the command-line is 
concerned. I use it all the time for generating proxies, just as you mentioned, 
and I don't really miss it in ffmpeg.
