The command use a little gpu resource which show in my last picture as 
following:

ffmpeg -hwaccel_device 1 -hwaccel cuvid -y -i a.mkv -b:v 768k -r 25 -acodec 
libfdk_acc -ac 2 -b:a 96k -ar 44100 -vf 
‘format=nv12,scale=854:480:force_original_aspect_ratio=decrease,pad=w=854:h=480’
 -c:v h264_nvenc -gpu 1 b.mp4
