When configuring and building, you need the (development support for)
libva present. ./configure has this check:
enabled vaapi &&
check_pkg_config vaapi "libva >= 0.35.0" "va/va.h" vaInitialize
This implies you need libva-devel or libva-dev >= 1.3.0 (which
introduced the requested API version 0.35).
