There is no binaries at ffmpeg.org.
https://ffmpeg.org/download.html links to https://ffmpeg.zeranoe.com/builds/ but the ffmpeg build there apparently is stale.

You just have to wait a few days until the latest version appears on Zeranoe. The update frequency typically is between 2 and 10 days.
The latest version is from yesterday.

I was submitting an ffmpeg trac bug report for the 'telecine' filter, but richardpl closed it as 'invalid' because it was not based on the nightly build. That pretty much makes any trac report by a user like me automatically 'invalid'. I've given up because attempting to install the cross-compiler needed to compile nightly builds trashed my Linux and I had to restore the VM from backup.
