This is very, very unlikely:
FFmpeg has been used for more than a decade to produce DVD
streams, and it is known to produce compliant streams.

If you disregard that fact that FFmpeg completely disregards soft-
telecine (which has no meaning on devices where FFmpeg libraries
can decode something), decoding is also known to be compliant.
