Yes it is. That you can't see the issue suggests a lack of empathy for anyone with less understanding than you (this is not new, we've all see it before).

There _may_ be a good reason someone needs 44.1k instead of 48k, but you didn't even ask. You also have a record of derisively second-guessing questions and dismissing other people's ideals and solutions.

To the OP-
What tools do you have available? Just using windows BAT files is probably not going to cut it, but might be able to do this in Powershell, otherwise you'll need something like tcl/php/perl/python/etc.

ffmpeg may be a "swiss army knife" but it does not do -everything-; it's a conversion tool, not a file management tool.

Why move files? Re-code from source directory into the destination dir; delete from source later if needed. Unless you need to keep the original file... none of that was mentioned. (Part of looking for a solution is laying out both the problem and the environment.)
