why you have used following in config file:
Launch ffmpeg -r 7 -s 480x320 -f video4linux2 -i /dev/video0
Also
pls mention how you are providing feed to ffserver
may be as following
ffmpeg -i input_stream http://ip_addr:port_no/feed1.ffm
