The suggestions you described here make sense. In general, if you follow the guidelines of the FHS, you're probably fine. We're not really set up to give everyone individualized guidance on where to put things.

The XML based configuration is just defaulted because it is available to all platforms and might be extended to support some kind of database or even PAM.
