I was under the impression that those who are actively collecting
unemployment benefits make up this statistic. Many unemployed workers have run 
out of
time and are no longer eligible to collect benefits, so then drop off the rolls
and are no longer counted towards the unemployment statistic. This would make
the number look like an improvement - but the only reason for the so-called
improvement is since so many unemployed workers are no longer eligible to be
counted.  I do not believe the Department of Labor has any means to maintain the
statistic based on "actively looking for work" beyond those who are registered
to collect benefits with their offices.
