Between 1948 and 1967 Jordan "claimed annexation" of the territory which 
is west of the Jordan River, called the West Bank as a mini-state for the 
"Palestinians". For those two decades the West Bank was never adopted by 
Arabs as the Palestinian state, even though there was ample time to do so. 
They rejected the idea. Respected Diplomat Lord Caradon stated in "Cyprus 
and Palestine," a lecture given at the University of Chicago, Center for 
Middle Eastern Studies, Feb 17, 1976, that: "Every Arab assumed the 
Palestinians (refugees) would go back to Jordan." And similar statements 
were made by others, including the Swedish diplomat Folke Bernadotte, in 
"To Jerusalem".

(As a matter of fact Jordan is Palestine, since Transjordan was carved off 
of the land which is now Israel)
