Dear Senator Villar,

Greetings from an OFW Kuwait, KSA, UAE soon LIBYA.

I find your recommendations very overwhelming to us OFWs. However, those
remain to be a dream until approved and implemented.

Meanwhile, I would like to add the following which your honor might consider
adding to your bills benefiting OFWs worldwide, as follows:

1.  OFW Retirement Act of 2009 - A act providing for a retirement benefits
among OFWs who have contributed $25.00 for 18 - 20 years not necessarily
consecutive.. This can be studied further.

a) Monthly pension of Pesos 3,500 - 6,000 or lump sum pension (in case of
death or total disability of the OFW) of not more than 50,000. Depends on
years of contribution.

b) 50% discount in taxation plus the corresponding depreciaion in bringing
home his/her personal car used not less three years but not more than 5
years abroad.

c) Free taxation on take home electrical and electronics appliances used for
the last 3 or more years while an OFW abroad.

d) OFW Consumer Card - Providing discounts, free privileges,among
others medicines, clothing, travel, eating, hotels and  hostel/boardig
accommodation, recreational areas/activities,

e) Providing for a " Tahanan ng mga Bagong Bayani " - a home retirement
program for those OFWs with no more relatives to care for them upon reaching
the senior age of 60 years or more open both for male and female occupants.
(This could be another R. A.) or to be consolidated with other Republic Acts
providing benefits to OFWs.

f) Providing for a free technical, recreational, educational training,
seminars and workshops to Ex-OFWs or returning OFWs regardless of age,
gender, sex orientation, religion to enable OFW returnees to be more
productive member of the society. ( a self-help project among OFWs wherein
qualified returnees could teach and be part of the program).

g) Free Membership to OFWs or Filipino Expatriates organizations or
Foundation that will help ex-OFWs, returnees enhance their self
confidence, develop strong personality and enjoy their cultural,  social and
moral values and ideas. (we still need active senior citizens in our
society).

Mr. Senator, we look forward to seeing one of these proposals come into
reality to benefit the millions of OFWS NOW TOILING UNDER THE HEAT OF THE
SUN, WORKING VERY HARD NIGHT OR DAY UNMINDFUL OF THE MANY RISKS THAT BESET
THEM JUST TO BE ABLE TO SEND HOME THAT PRECIOUS REMITTANCE WHICH OUR COUNTRY
NEEDED MOST TO AFFLOAT OUR ECONOMY.
