coordinate the strengthening and development of the Library’s technical
resources by carefully searching, evaluating, selecting, and acquiring

Major responsibilities
A. Collections Development
• To plan and manage operations related to the selection, evaluation, and
acquisition of technical information sources on rice and related subjects in
agriculture; to monitor the acquisitions budget (expenditures/encumbrances)
to ensure that funds are being expended appropriately; to act as the
Library’s business manager/negotiator for subscriptions and purchasing
deals; to review and evaluate publishers' license agreements; to develop a
comprehensive collection of rice dissertations from all over the world; to
keep up-to-date on new acquisitions technologies; to manage the procurement
of books and other forms of materials requested; to take charge of
acquisition of office supplies, equipment, and furniture from local and
foreign suppliers; to provide inputs for the collection development policy
by suggesting revisions and adding keywords or subject headings in profiles
for automatic alerting services; to liaise with Finance and Materials
Management for payment and procurement-related matters.

B. Readers’ Services
• To direct and manage all operations concerned with provision of
information services to clients (circulations, interlibrary loans, holds,
photocopying, etc.); to direct a large volume of loan services and to set
policies and procedures to ensure that all materials are returned undamaged
and on time; to coordinate interlibrary loan and provide document delivery
services for internal and external clients through conventional and
electronic means; to render reference service and provide assistance to
patrons; to give orientation lectures to new staff, scholars, and visitors
for client awareness of library resources services; to interpret library
policies, advise, and train clients on the intricacies of information
searching and retrieval; to create alert profiles and to arrange for
electronic alerting services and to handle administrative functions related
to these.

C. Database Management
• To document and control accounts with publishers, aggregators, document
delivery firms, etc., by accurate electronic record keeping, processing
payments, and by committing funds when needed; to manage patron
registration, create an active electronic file of patron records in the
Circulation Module of the Millennium, and update the e-file of new and
extended scholars, trainees, etc. for ready reference in checking loan
privilege status; to facilitate user access to technical materials, such as
books, journals, dissertations, special materials like microforms, maps,
videocassettes, computer files, etc.; to oversee the documentation of
transactions using latest applications available.

D. Management
• To manage all operations at the Readers’ Services Section by supervising
the work of four library assistants; to assist the Chief Librarian in the
establishment of new and review of existing exchange agreements to ensure
they are balanced on a value for value basis; and to take charge of updating
and controlling the exchange mailing list; to generate statistical/financial
reports as required; to look after the needs of the General Reading Room in
terms of physical arrangement, design of display areas, equipment, and
services.

E. Others
• To train librarians of local and foreign institutions on all aspects of
collection development by preparing training programs with hands-on
activities; to perform other related tasks that may be assigned by the
Librarian.

  *Requirements* * BLIS or BLS or Master’s degree in Library or Information
Science; Holder of a Professional Librarian’s License
* At least 3 years of experience in automated library acquisitions work; 1
year of experience in electronic acquisitions
* Advanced knowledge of selection and electronic and conventional
acquisitions procedures
* Proficiency in Microsoft Office and Internet searching
* Good knowledge of the principles and practice of public administration
* Good communication (oral and written) skills
* Very good understanding of the scientific publishing world and knowledge
of the main agricultural universities and libraries;
* Familiarity with the Library of Congress Machine Readable Cataloguing
(MARC) as well as the Library of Congress Classification Scheme
* Knowledge of budget and fund management; reading knowledge of foreign
languages is an advantage
