Greetings to all PAARL members, One of this year’s flagship projects of PAARL is to come out with its 2010 Standards for Academic Libraries, to supersede its own 2000 version. An ad-hoc committee has been tasked to draft a proposal for deliberation and approval after consultation with our colleagues and association members in the field of academic librarianship.
You can access the file at the URL: http://groups.yahoo.com/group/PAARL/files/Library%20Standards/DRAFT%20PROPOSAL%20for%20Library%20standards%202010.rtf At the outset, however, it should be made clear that PAARL Standards, are not intended to be prescriptive, neither to be imposed upon academic libraries and their parent institutions, unlike the guidelines formulated by CHED, PRC-BFL, and other accrediting bodies like PAASCU and PACU-COA. Guided by the American Library Association, PAARL Standards were designed as “policies which describe *shared values and principles of performance for a library*.” And through the years, from the 1977, 1988, and 2000 documents submitted as PAARL Standards, these were adopted in the context of *collections of “best practices” or model documents for academic libraries to use as helpful toolkits and reference sources for assessment*. In other words, PAARL Standards for Academic Libraries were never intended to replace, nor supersede any other standard, whether local or foreign. On the contrary, they were formulated to augment, supplement, and enhance any and all other standards for academic libraries in the Philippines. >From a detailed examination, the draft proposal for the 2010 Standards highlights significant changes from the 2000 version that depart from the prescriptive and quantitative inputs of the other standards so as not to contradict them. Care has been taken to avoid inputs that are already prescribed by other standards. If some provisions are retained in the 2000 version, these are simply "motherhood" statements which are intended *to reinforce or strengthen* the guidelines already in place in the other standards. The 2010 draft proposal shall be presented at PAARL’s forum on Bibliotheraphy tomorrow, June 18 at 3pm.
