A forum on "Technical Preparations-Requirements for Book Prescription Shops:
Starting Pace for Bibliotherapy Sessions in Philippine Libraries" was
sponsored by PAARL in cooperation with the Superbranch of the National
Bookstore at Araneta Center (beside Gateway Mall) Cubao, Quezon City, last
18 June 2010 with Ms. Zarah C. Gagatiga as lecturer.

The afternoon forum was aimed at assisting libraries and librarians to
consider putting up a book prescription shop appropriate for their clients
by(1) acquiring practical tips, hints and the lecturer's experiences of
setting up a new library and information service known as Book Prescription
Services (BPS ); (2) developing a comprehensive collection of materials to
support Book Prescription Services (BPS ); and, (3) creating a program of
bibliotherapy based on certain technical guidelines and principles learned.

PAARL President Chris Paras and VP/Conference Chair Roderick Ramos pledged
the amount of P5,000 for any library that will successfully present a
library program on bibliotherapy. About 60 copies of the 300-peso book
entitled Katha ng Munting Kaisipan (2007) by Crisanta N. Cardeno-Reyes were
given away to forum participants.

Also during the forum, Ms. Fe Angela Verzosa presented at the forum one of
this year’s flagship projects of PAARL, the 2010 Standards for Academic
Libraries, to supersede its own 2000 version. An ad-hoc committee headed by
Ms. Verzosa has been tasked to draft a proposal for deliberation and
consultation with colleagues and association members in the field of
academic librarianship. Also participating in the presentation and
deliberation of the draft proposal was Dr. Teresita Hernandez-Calma, a
member of the ad-hoc committee representing library accreditors.

At the outset, Ms. Verzosa explained that PAARL Standards are not intended
to be prescriptive, neither to be imposed upon academic libraries and their
parent institutions, unlike the guidelines formulated by CHED, PRC-BFL, and
other accrediting bodies like PAASCU and PACU-COA. Guided by the American
Library Association, PAARL Standards were designed as “policies which
describe shared values and principles of performance for a library.” And
through the years, from the 1977, 1988, and 2000 documents submitted as
PAARL Standards, these were adopted in the context of *collections of “best
practices” or model documents for academic libraries to use as helpful
toolkits and reference sources for assessment*. In other words, PAARL
Standards for Academic Libraries were never intended to replace, nor
supersede any other standard, whether local or foreign. On the contrary,
they were formulated to augment, supplement, and enhance any and all other
standards for academic libraries in the Philippines.

The 2010 draft proposal shall be presented also at PAARL’s forum on July 07
during the ABAP Book Fair at SM Megamall and on August 20 at the Closing
Plenary Session of PAARL's National Seminar-Workshop at Holy Angel
University, Pampanga.
