Also for your comments are the following suggested inputs for inclusion under their respective Areas: *Vision, Mission**, Goals and Objectives* - The vision, mission, goals and objectives of the school are implemented and achieved through the services and activities of the library. - ·The vision, mission, goals and objectives of the library are acknowledged, and understood by the administration, faculty and students. - The vision, mission, goals and objectives of the library should be clearly reflected and implemented in the annual plans of the library. *Administration* - The annual report is used as a tool for planning for the library and the institution as well. - Through formal planning procedures and methods, such as strategic planning, the library shall formulate a development plan which shall include a program for a continued development and improvement of library resources and services *which shall conform to the institutional development plan of the parent institution*. Corollary to this, it shall maintain a systematic and continuous program for evaluating its performance, identifying and applying performance measures that will reveal the extent to which it has been successful in fulfilling its mission. . *Staff development * - The staff are able to echo the seminars and training that they attend, and should demonstrate improvement in their competencies as a result of their seminar participation and/or training. - A continuing staff development program shall be provided with the corresponding financial assistance from the institution. It may include formal studies in the field of library or information science or any other relevant discipline which should be consistent with the thrust of the library, and other job-related educational programs such as in-service training, seminar-workshops, and conferences. *Hence, a staff * *development plan shall be submitted by the head librarian to the administrators for inclusion to the HR Development Plan of the parent* *institution*** *Collection* - There should be an increased research activity among the faculty and students as an outcome of the use of the print and non-print collection of the library - The library in collaboration with the faculty shall ensure that course readings or syllabi in all levels should incorporate the use of relevant print and non-print resources, particularly journal articles to maximize utilization of the library collections. - The library shall define in writing the policies for collection development that will guide the selection and acquisition of materials. Such policies shall be developed by the library in consultation with the *library committee (instead of faculty*), and approved by the administration. - A digital library should be set up in keeping with progress in information and communication technology*.* - *At least twenty-five percent (25%) of the book collection should have been published within the last 5 years*.(which is consistent with a provision in the draft that stipulates a 5% increase in the annual growth of the collection, since 5% in 5 years will mean 25% projected recency). - *Cooperative or consortial arrangements, with respect to periodical subscriptions to professional/technical journals, shall include jointly planned purchases and/or sharing of periodical resources among libraries within a given locality, if feasible, through document-delivery or pay-on-demand, pay-per-view, and other options.* *Budget* - The planned budget, presented to the administration and approved as such, should be implemented in relation to the yearly action plan of the library. - The budget should support appropriate levels of staffing, adequate staff compensation, and a sustained staff development program *Services* - "The library’s services shall be designed to promote and facilitate efficient and effective use of its materials in all formats by all of the library’s clientele."
