You can call a general meeting, preferably done just days before classes start, and discuss the employee handbook (which includes code of conduct). Others may revise their handbook to add that employees aren't allowed to open some websites during office hours specifically Facebook but it's not advisable because technology changes. Examples: Some offices ban Facebook but Facebook will soon emails (and we will use Facebook email for office communication); we used to disallow chatting by students in our lab but later we offered Office Productivity Tools 2 that include use of Chat.
