l...@web :  Management of Electronic Information and Digital Libraries
A new International Training Programme based on a long tradition


l...@web is the successor to the STIMULATE ITP which has been running
successfully for 10 years (2000-2010) at the Vrije Universiteit Brussel.

1.      General introduction : aims and scope of the training
- Short description of the ITP :
Training of the new digital and electronic li-bra(r)i(a)ns to manage modern
library technologies which can effectively support development in science,
culture and technology. Emphasis is given to affordable electronic
information resources and locally produced digital libraries : libraries
and/or/on/for the web.
- Location : University of Antwerp, Belgium
- Date and duration : October-December 2011 (3 months)
- Target group : Young but technologically skilled librarians and
information managers in universities and research institutes

2.      The programme : [sessions are half-day events]

1 Basic
- general introduction : poster session presenting the participants,
practical introduction to the ITP, modern trends in information services,
new information models (e.g. Open Access)        [2 sessions]
- introduction to computer-, web- en internet technology (computer
networking, HTML, XML, website editing en evaluation)        [10 sessions]
- introduction to digital documents and images : formats (PDF, ODF, JPG,
TIFF etc), tools (softwares) and  management   [6 sessions]
- introduction to digitalisation        2
- introduction to documentary databases (ISIS and Greenstone)   [6 sessions]
- metadata : electronic bibliographic formats (MARC), Dublin Core and other
metadata standards  [2 sessions]

2 Intermediate
- GreenStone Digital Library software : simple applications     [2 sessions]
- ISIS-software : principles of library automation, ABCD introduction and
overview, using the basic functions   [4 sessions]
- visits to Flemish/Dutch scientific libraries  [10 sessions]
- informetrics and evaluation of electronic information [6 sessions]
- review of electronic information resources : free and paid    [4 sessions]
- online searching : strategies and search practices    [2 sessions]
- introduction to libraries and electronic learning platforms   [2 sessions]

3 Advanced
- ABCD : creating new applications, use of advanced loans module,
(e-)journals management and advanced Meta Search OPAC and Site        [5
sessions]
- Greenstone : advanced applications    [3 sessions]
- Management of e-journals : usage monitoring and evaluation,
consortia-building        [4 sessions]
- Presentation techniques and preparation of the project presentation   [3
sessions]
- Individual guidance sessions for participant's projects       [5 sessions]

total   :       80 sessions

3.      Admission criteria :
The course will accept 2 types of participants :

-       Normal applicants who qualify according to the academic admission
criteria (see below) and pay for their participation fee (about 2500 euros)
themselves or by other sponsors.

-       VLIR/UOS grantees : up to 12 scholarships will be granted to
candidates who have submitted the full VLIR/UOS scholarship application form
(see VLIR/UOS website at http://scholarships.vliruos.be). Such applicants
should come from the Belgian Development Co-operation list of co-operating
countries and not be employed by VLIR/IUC partner universities; the
selection will aim at a gender balance (50-50), a good spread over
South-East Asia, Africa and Latin-America but with special emphasis on
Sub-Sahara African countries. For all questions about the scholarships,

Academic admission requirements
-       Applicants should hold a university degree (BA or MA), ideally in
Information & Library Science, Computer Science or a related discipline.
-       Applicants ideally are in between 25-35 years old. Candidates over
40 years old will not be accepted.
-       Applicants have at least 2 years of professional experience in a
scientific/academic library or similar information-intensive job.
-       Applicants must show strong institutional support from their
employer. The applicant’s employer should state his support with an official
letter.
-       Applicants must be proficient in English. Those who received a
university education in English must provide an official certificate
confirming this. Other applicants must submit one of the following test
results: TOEFL (Test of English as a Foreign Language): minimum score of 550
for paper-based test, or 79 for internet-based test (see www.toefl.org) or
IELTS (International English Language Testing System): minimum score of 6.0
(see www.ielts.org)

4.       Application procedure and deadlines
- The application form, together with all required documents, should be sent
directly to the promoter of l...@web, prof. Dr. Egbert de Smet /University of
Antwerp (Prinsstraat 13, 2000 Antwerpen, Belgium). Applications that are
incomplete, illegible or reach the admission office after the deadline will
be automatically rejected. Electronic applications are not accepted.
Applications sent to VLIR-UOS Scholarship office shall not be considered.
- Applicants applying for both admission and VLIR-UOS scholarship must meet
both the academic admission requirements and the scholarship criteria.
Applicants applying for admission only, simply need to consider the
admission requirements.
- Applicants applying for the VLIR-UOS scholarship must fill in the
pre-screening form of VLIR-UOS in order to obtain a VLIR-UOS file number.
