House Bill 3877, authored by Reps. Jorge Banal (3rd District, Quezon City) and Rep. Marlyn Primicias-Aggabas (6th District, Pangasinan), declares Araw ng Pagbasa a regular working holiday to be celebrated in all elementary and secondary schools in the country. The approved measure also declares that in the event the holiday falls on a weekend, the holiday shall be observed on Friday of that week."
