 DOF/BOC PROCEDURE IN PROCESSING DUTY-FREE IMPORTATION OF
BOOKS THROUGH THE POST OFFICE
The following step-by-step process with the Department of Finance (DOF) and the
Bureau of Customs (BOC) is reproduced to guide individuals in their application 
for
duty-free importation of books through the mail for private, non-commercial 
use. Note
that individuals are still referred to as “importer” by the DOF and the BOC:
1. Upon arrival of the books, the importer will receive a Registry Notice from 
the
post office informing him of the importation.
2. The importer should then proceed to the post office designated in the 
Registry
Notice wherein the assigned BOC Official will asses the value of the 
importation.
3. After receiving the assessment of the BOC, the importer must proceed to the
Department of Finance-Mabuhay Lane to apply for duty-free importation.
4. The DOF-Mabuhay Lane will require the importer to submit the following
documents in triplicate copies:
a. Letter of Request addressed to the DOF-Mabuhay Lane
b. Affidavit saying that the book/s being imported is for personal use and that
it is either educational, scientific, cultural materials;
c. Packing list;
d. Invoice or Assessment of the Bureau of Customs (BOC); and
e. Registry Notice.
To process the application, the importer is required to pay the corresponding
filing fee in accordance with DOF Department Order 54-2000, usually designated
in the receipt as “FF”.
VALUE OF IMPORTATION FILING FEE
Php100,000.00 and below Php 200.00
>From Php 100,000.00 to Php 140,000.00 400.00
>From Php 140,000.00 to Php 700,000.00 600.00
>From Php 700,000.00 to Php 1,000,000.00 800.00
Over Php 1,000,000.00 1,000.00
5. The DOF-Mabuhay Lane will process and approve the document within 24 hours
upon submission.
6. Once approved, the importer should submit the Mabuhay Lane endorsement to the
BOC-Tax Exempt Division located at the South Harbor for acknowledgement.
7. After getting the appropriate signature, the importer, with all the approved
documents, should proceed to the postal office to pay the appropriate BOC and
Postal Office fees as follows:
Import Processing Fee
Customs Documentary Stamp Php 515.00
BIR Stamp
Post Office Parcel Fee Php 35.00
TOTAL Php 545.00
8. After paying the appropriate fees, the books will be released to the 
importer.
