I have a low-ish end APC Smart UPS 140. It runs 2 well-loaded PC's - one a greedy
Athlon system - an ISDN router, a hub, and still shows only 51% loading. Currently
the (shared) monitor isn't attached. The s/w indicates about 12min running time is
available in the event of a power outage. This is a lot more than I expected from a
low-spec unit.

It kicks in momentarily very often due to drop-outs and brown-outs, and the
incidence of machine crashes has reduced by around 90%. This suprised me, but it
seems that what I believed were Windows software problems were largely power
disruptions.

However this is the UK, where complete absence of power isn't currently the problem.
It sounds like you need a generator :)
