Possible Qimage at http://www.ddisoftware.com/qimage
It is a printing program and will batch-rotate for printing, but I don't know whether you can batch-rotate and then save as rotated. Mike Chaney is the developer and is as responsive as Ed Hamrick is - go the site and send him an e-mail asking him, or join the Qimage newsgroup http://www.yahoogroups.com/group/qimage and ask there.
