Could you be more specific? I don't think OS 9 is so different from 8. 
If by "duplication of icons" you mean the aliases that are installed on 
your desktop, you just can delete them, and use the Apple Menu to launch 
everything. Not sure what you mean by duplication of menu items though, 
unless you mean the Apple Menu, in which case you can just open the 
Apple Menu items folder and delete any aliases you'll never use.
