Thanks Jari - that's brilliant. My version of the OLD on Speedy Keyboard Shortcuts definitely states that Shift-Apostrophe is for switching to next layer. Changing voices is apostrophe only (without Shift) and that works OK, which led me to believe the keyboard layout was the culprit.
