Well, it is easily possible to move the measure to the middle of the system by moving a measure from the previous system to the one in question. However, this immediately lets the page break symbol disappear, and it isn't brought back if one moves the measure out of the system again. So I guess that also answers the question of the plugin idea, since one cannot see whether a measure is at the beginning of a system or not. The only possibility I can see is combining this with a system break (a measure attribute).
