Perhaps you picked a bad example, but what you are asking is already
possible: Just enter the notes as you say with "Check for Extra Notes" off.
(Naturally you will have to adjust the meter so it displays C but is in fact
4/2). You will have one half more in the measure, but that doesn't bother
Finale. In the next measure enter a half rest and hide it. Then use the
measure tool to make the barline dashed. I have used this method quite a lot
in the past.
Is this not what you want?
