Hmm. I agree that in most situations you would want the tied notes to 
be spelled the same. But not always. Why is Finale calling it Gb? -- 
either you're in a flat key or you've told it to favour flats. You 
can invoke "favour sharps" for this passage, or where there's an 
isolated note use the 9 key.

The same argument applies to the original suggestion regarding notes 
within a bar. It seems to me quite possible that an F# could be 
followed in the same bar by a Gb.
