Thanks all, but I found it. In Scroll View, I went hunting for some obscure staff group, and I found a group that should have consisted of all the brass. Instead, it only went to bass tuba 1. I didn't notice, because there was the group containing low brass, hiding the error. I think this situation was created when I added the contrabass and forgot to adjust that group. Hurray, solved!
