believe me, i do: i use much larger rests for GP or particular "types" or "characters" 
of pauses defined by the composer.

i have tried enlarging the rest: a whole rest at 200% appears as a 1/2 rest.   the 
best solution i have found is to use shape expressions attached to invisible [not 
hidden!] notes, with different shape expressions for each size i want in the score.   
measure-attached have to be re-positioned after part extraction or layout alterations. 
  with note-attached, i can define specific tuplet values on the first [hidden] rest 
in the measure to place the note in the exact visual centre of the measure, and create 
copies elsewhere in the score as mirrors so that i can alter the appearance of all 
instances by editing one measure.   different versions - and thus mirror sources - 
have to be used for different time signatures.
