I don't think there is a speedy way to do it. There are two ways I can think of to accomplish it, but both require a few extra steps.
1) Enter the music in one staff and use cross-staff in the Note Mover Tool to move notes into a waiting empty staff that is set up so that no measure rests are showing.
2) Enter the music into two staves with split point enabled. You will have to hide unwanted rests, however.
I remember putting one of the fugues of Ludus Tonalis by Hindemith into Finale where the middle voice would jump between staves.
I think solution 1) would be easier.
