Thanks, the TG Tool does exactly what I was wanting in terms of applying a notehead percentage. However, I am still wondering about the other part:
What I need to do is actually ADD a note to the existing note, but an octave higher or lower (making a two-note chord) and then cue-size the additional note. Transpose only adjusts what is already there.
