Here's a third method which might be useful, since your editor wants Finale files. I find it easier than hiding measures.

- In the Page Layout tool, go to the Page Layout menu and turn off "Avoid Margin Collisions".
- Use "Fit Music" (also in the Page Layout menu) to lock the layout with one measure in each system.
- Now you can make the measures/systems as short as you wish and drag them to where you need them.

This method is very useful if you need clef and key signature (and maybe time signature) at the beginning of each example. You can control the display of clefs, key signatures and time signatures with measure attributes.

You have two choices--

1. Do it in Finale, using staff styles to provide the blank areas (and text
areas) between staff examples on each line.  Use the Hide Staff staff style.
Use the measure tool to show or hide key and meter sigs as required, and to
get rid of the measure number region supplied by the default file.
If I understand correctly, that means I need only one staff and one system and I have to use the Hide Staff to make a measure blank in the middle of two, right ?
Something like this
Measure 1 = Example 1(1st column), Measure 2 = blank/hidden(2nd column), Measure 3 = Example 2 (3rd column),...

2. Use the graphics tool to select each one-measure example and export as a
graphic file, and import that into your favorite page layout software to
create the table.  Even MS Word can do a good job of this kind of thing.
Can I import it back to Finale and do the table inside it ?
My editor requires to have Finale files rather than EPS or TIFF
