This problem can be largely avoided by applying TGTools/Modify/Expressions to change all the measure-attached expressions to note-attached ones, before changing the time sig.
Otherwise I can't see anything better than changing the time signature with "rebar music" checked. The problem with this method is that all the measure-attached stuff (expressions, smart shapes, text) will now be in the wrong place, so if you have a lot of measure-attached elements you might still be better off with the first technique.
