I haven't tested this, but the problem may be either because your DC al Fine is
created as a playback repeat with the Repeat Tool, or else there is a "real"
rest you've included in the final bar, perhaps to attach a Note Expression.
Because of this Finale is counting that bar as not empty, so it doesn't include
it in the multi-measure rest.  If you were to create the "DC al Fine" as a
Measure Expression on the final bar (with no playback effect) and make sure none
of the final bars include any real rests, then Finale would treat the bar as
empty and create the full 35 bar MM rest.

But then, as Brad says, the expression will be hidden in the extracted parts.
The easiest way round this is to place a temporary DC al Fine expression on the
FIRST bar of the MM rest in the score, *before* you extract the parts, and then
delete it again afterwards.  This would mean the origin file for the extracted
parts is incomplete, which I think is dangerous.  This is a classic case where
it is helpful to have separate files for the printed score and for extracting
the parts, the one I call the "split" file, but if you do this be very careful
if you ever need to make any score revisions.
