As Andrew pointed "murguista" is a member of a carnival group called "murga"
that sings ironical songs changing the lyrics of well known music. The
proposal is to criticize the government or anything they consider it
deserves a critic. In Tenerife they play kazoos and percussion, but in Cadiz
they play also guitars and they are called "chirigotas"

By extension the term "murguista" is applied to people who are in the
streets doing noise very late at night.

You  say "No me des la murga" to some one who is bothering you.

Anyway the word is not common at all.
