When I apply Time Signature Spacing to a measure, there does not appear to be a beat chart anymore. I don't like the output of any of the various auto-spacing routines on this particular measure, but Time Signature is the closest and I want to modify from there. Any tidbits, or will I just have to use the Note Position special tool on every part in a full concert band score?

There was never a beat chart for spacing according to the time signature. However, after you invoke that, you can ask for a beat chart. The measures will then show even beats. With the Measure Tool active, you can select the measures you want for time signature spacing.
