I must have missed the thrust of this thread. I use the shopping basket function of Paypal. It works exactly like the Buy Now button, from the perspective of the seller. I've never had an international transaction using the shopping cart, but I've had many using Buy Now. No problems.
Paypal has at least until recently been limited as to which non-US credit cards it could accept from buyers. Also, I think it may take longer for some non-US buyers to sign up. For this reason, some of my plugins customers prefer Kagi.
