Thats not true at all. Finale runs great on my G4 cube, which is not "modern". It runs faster on my other G4, but thats newer. And it ran fine on my 9500 that I hacked to run OS X. (before I got a newer G4 tower). Yes, there are things that are faster in OS 9 Finale 2003, but I don't see the point in going backwards. Finale 2004 has a lot of things that save me time, and I use it. I haven't had any issues at all.
I gather from your response that you don't work on large files very often, nor with lyrics. On the same Mac computer, Fin2003 in System 9 is at least twice as fast as 2004 in OSX 10.2, and I would guess that that spread gets wider as the file size grows. I have 2004, but I have barely used it, partly because of the speed and bug issues, and partly because I need to make pdfs. Oh, yeah, and for compatibility, too. Most of those with whom I have to share files are on 2003.
