Adjust the handle positions for the placement you like (Allen's -18 evpu seems too small to me) then always use the metatool or menu to apply the articulation for consistent placement

In my experience it extends too far. You can change the V handle position to move it up or down, but no matter where you put it the entire wiggle is too long. I've got my articulations defined to start low so that the top positioning comes out right, then I routinely truncate them all by moving the bottom up.
