Depends -- maybe for staccato dots, but definitely not for upbow and downbow markings. It seems to me what we need is a checkbox "inside tuplets" (like "inside slurs") -- otherwise the tuplet ought to ignore articulations.

Nope. In fact, for above-the-staff note expressions, it would be nice if those were given an additional vertical lift so they can go *above* tuplet brackets. They should certainly never go *inside* tuplet brackets.
