I didn't say that very well. What I was attempting to say is I don't know how to drag select a measure in its entirety and only that measure. What you describe is great and the main reason why I use "Select partial Measures".

I work almost exclusively with "Select partial Measures" turned on and here are the most common ways I make sure an entire measure or region is selected:

Click and drag will allow you to copy an entire measure or even a longer range, even with Partial Measures turned on. You can copy 2 measures and a single beat this way if you wish to, or any other combination of whole and partial measures.
